thats simple, its where those that are first generation fishermen come into play, they don't have any past connection of any sort with the industry or the people involved in it, fair enough they've made a big investment in gear but they don't want to live with others only interested in self, plus they have the brassneck just to think for their own self greed, like a shopkeeper coming from outside an area, buying a business then set out to put every other business that has been family owned for generations out of business, you'll find it elsewhere, from anonimous letters claiming a certain shop has cockroaches or something to a bar getting claims they serve underage kids, its always the same type, you'll find they are only popular with others who have a grudge against the competitor or are not liked by even their neighbours, its a battle you'll never win as they'll play the enviromentally friendly card, successive tory and labour governments have sold you down the river so why should it change now, what can you do with someone not prepared to work with you, he won't stop till he's moved all the boats out full stop. i know you don't like this sort of thing being mentioned but i can say what i'd do in the same shoes, i'd cut his bouys off, not touch his gear, let him creep to get it back, all of it, not just a fleet or two, every single fleet. or get bows yourself, shoot them so they look like fleets of creels but with room to tow between them, u think he'd shoot over the top of someone elses gear the way he does with your tows? if he does just lift his gear and drop it undamaged away clear of the tow, tell him you were lifting your gear and his was tangled with it so you cleared  his gear from your own and give him the reading of his own gear!!! you were doing him a favour.
