Oil sketch on paper a prelim preparation for large oil on canvas job. Victorians loved these sort of so called "genre" paintings and festooned their villa walls with them. Fishing vessels were very much liked (different days then, eh?). Great practiioners were people like Wylde-Parsons, Edward Cooke. Their stuff goes for vast sums now. Look on the web! That ll not be my good fortune though.
