Port takes action on abandoned fishing vessels

RUBBISH lies strewn across the deck of the Carina as she awaits her fate in Peterhead Harbour last week.

The ageing fishing vessel is the second this year to be impounded by the Peterhead Port Authority for unpaid harbour bills totalling thousands of pounds.

For several years the Carina has been left to rust in the harbour at Seagate, abandoned by an unknown owner who has so far failed to come forward and claim her.

The neglected 1970s seine netter,a shadow of her former self, has several times been bailed out by the Peterhead Port Authority when she began to take on water.

Now the port authority has invoked a 160-year-old law to take control of the vessel and remove her from the harbour.

Unless an owner comes forward to claim her and settle the unpaid harbour charges the Carina will this week be sold to settle her debts under the Harbours, Docks and Piers Clauses Act of 1947. A similar fate befell the White Heather, whose flaking hulk sat untended on the quay at Seagate for years before it was seized and sold off under the same law.

Last week port authority chief executive John Wallace said: "This boat has been sitting in the harbour for a number of years and she is starting to become a problem.

"We sent a letter to the last registered owner but we haven't heard anything back so we have had to take this action."

A FISHING boat impounded at a north-east harbour has a new owner after being seized by port bosses.

Fraserburgh businessman Michael Watt is planning to transform the Carina into a houseboat after purchasing her from Peterhead Port Authority for a nominal fee.

Harbour chiefs sold the boat to pay for unpaid dues she had accrued while lying in the harbour at Seagate for several years. They used the 160-year-old Harbours, Docks and Piers Clauses Act to take control of the ageing seine-netter.

Mr Watt, who also represents Fraserburgh as an independent councillor, says he hopes to transform the vessel over the next few years.

“I bought the Carina because she is, at the end of the day, a good sea boat with good seagoing capabilities,” he said. “She was built by Richard Irvin’s in Peterhead to work in the North Sea in all weather conditions, and that was what I was looking for.

“The vessel was built as the Sparkling Star and has also been called the Sustain in the past. I am trying to find out more about her history so, if anyone has any information, I would urge them to get in touch.”

The 70ft Carina was built in 1970 and is 76 tonnes. It is understood that Fraserburgh-based Peter and J. Johnstone was the ship’s agent in the past, but the firm is no longer connected with the vessel. She has been idle for several years and, despite repeated attempts to find the boat’s owners, no one came forward. Anyone who has information about the vessel can contact Mr Watt on 01346 510444.
