Evidently the figurehead in your shot is a replica of the original which is housed in a museum at Devonport.
Not sure which ship the figurehead was originally on - indeed it may well be that the figurehead was never on a ship, it may have stood at the entrance way to Devonport in recognition of the amount of building work carried out at the docks by King William III?

Thankfully a Scheduled Historic Monument so it cannot be 'touched'.
Oldest covered building slip in any Royal Dockyard, the slip dating from circa 1770 and the cover circa 1814.
